The Friends of Hue Foundation (FHF) is a 501(c)(3) charitable, non-profit tax-exempt, non-governmental organization officially created in May 2000 in response to the destruction caused by the 1999 Vietnamese floods.〔http://www.friendsofhue.org/about/〕 Because of its extreme climate and its location directly between the two main cities of the country, Ho Chi Minh City and Hanoi, the Thừa Thiên–Huế Province never flourished much economically and was thus particularly devastated in the event of these floods.〔http://www.friendsofhue.org/about/〕 Co-founded officially by James M. Freeman and Lieu Thi Dang, FHF's chief goals were to uplift and empower the Huế Province community in both the short and long term through economic, medical, and educational initiatives.
